In urban environments, we are willing to spend in order to have the privilege to consume. One dollar will get you two hours of time in the most desirable consuming location in town. The expiration of this time will cost you dearly, as evidenced by my three tickets totaling over fifty dollars, a fee ten times the value of my overspent parking due. This essentially values you as a consumer as someone expected to pay at least $10/hour you spend downtown. All things considered, this is not an unreasonable expectation. The ticket increases exponentially, as the opportunity cost of your parking spot becomes more costly for city commerce. In this manner, government controls the utility with which you spend your money, as we willingly offer our money for the privilege of spending our money, with the looming threat of losing our money anyway. But man, three coffee shops on one city block sure is convenient.
